The general elections in India is just a couple of months away. As usual the main upper caste parties Congress and the BJP are blowing their trumpets in their manuwadi media. They are claiming that Rahul Gandhi (Congress) and Advani(BJP) are the prime minsters in waiting. But do they know what is the reality.
None of these parties are going to get a complete mandate. We have to thank the BJP for this. The Congress always represented the upper caste intrests and they used the Bahujan votes to come to power. In a democracy numbers means power. The BJP or the Brahmin Jati Party of Hindu terrorists fractured the Congress mandate by weaning away the upper caste votes from Congress. The BJP used the Ram Janma Bhoomi movement to rope in the Backward Castes. But that movement has died down as the Backward castes have realised that BJP is only intrested in their own Jati and they do not care for the Sudras. And about Dalits they do not even treat them as Humans. The only support BJP has now is from the 15% upper caste dwija vote bank. Even this 15% is fractured to a great extent. The Congress with thier pro upper caste policies have aliented the Bahujans. That is why there are so many regional parties like DMK, PMK,JD(S) and the leftists. All these people have literally killed the congress votebank.
The Manuwadis supporting the Brahmin Jati party has made their biggest mistake. Because now there is no way the BJP can come to power with their old and senile leader L.K.Advani. The butcher of Gujrath, the OBC Narendra Modi has no support outside Gujrath. BJP is just a dying party. Its use is over.
We at Dalit Nation want the Manuwadis to vote for BJP so that the Congress does not get a majority and there is a fractured mandate. And this is what is going to happen. In a fractured mandate our sister the revolutionary Dalit Leader Mayavathi will be the next prime minister of India. Even if the BSP gets forty seats, which is half of the seats in Uttar Pradesh, Mayavathi will come to power in Delhi. The left parties, the regional parties will support the Ambedkarite BSP and we will have the first Dalit Prime Minister of India. This election heralds the beggining of the end of Manuvadi Hindutva. But of course we want Hindutva to continue for some more time because that is how Hindu society will dis-integrate. Because Hindutva means upper caste.
We at Dalit Nation understand the forces of History. Just like we had a Black President in America we are going to have a Black untouchable prime minister of India. The Hindus are trembling and pissing in their pants. But you cannot prevent the forces of History.

Yesterday , I as main speaker in a congregation on the auspicious occasion of Adi Mahaguru Ravidass ji birthday Gurupurab at Jandiala Guru town in district Amritsar stressed on to discard the intoxication , illiteracy , back biting , quereling over trifles ,casteism ,religious fundamentalism , poverty with references to the Gurvani of Guru ji . I appreciated some families who did marvelous jobs in producing gazzeted officers , Tehsildars , professors , teachers and doctors and claimed that they are the true followers of Guru ji as Guru ji stressed on gainig education . I said that Guru ji proclaimed in His shabad that the Alcohol is injurious to health and society even made of the so called pious water of the Ganga river .
I stressed on the state power describing Guru ji proclaimed that ” achhut raj bichhrut dukh paayio means all the miseries of the untouchables are due to the loss of their political power ” and Guru ji said we must unite like the bees to establish the ” Begam Pura Sahar ka nao , dukh andoh nahin tis thaon means our state of the untouchables will be free from miseries and the country will be named as BEGAM PURA ( Free from miseries ) . There will be no over burden of taxes ,no threatening s / humiliations from anyone , no one will be second and below grade , all will be equal ,
freedom to move anywhere , this country would be suitable for all !
I also stressed on that Guru ji was not against any religion / caste / varna / area / women . He initiated Guru Miran Bai a princess who found the teachings Guru ji rational and for all especially for Non Brahmins and women . I said the princess Ahalya Bai Holkar stood behind Pandas and donated huge amount from her state treasury to built Hindu temples .The ladies were so much impressed that they met me in a group to appreciate me for elaborating teachings of Guru ji .
I am to say that we must blend our forefathers teachings with our day to day activities .I joined Saheb Kanshi Ram when he said , ” We have to blend the youths and elders ! ” He let down his life to establish the democratic values at mass level that is why he turned down the offers of ministries from late Mrs. Indira Gandhi to Mr. Vajpayee PMs of India . He delivered a speech in the parliament ( Lok Sabha ) in the presence of Mr. Vajpayee ,” Mr. Vajpayee ji ! Did you not come to me with Mr. L.K. Advani and Mr. Murli Manohar Joshi ( both cabinet ministers and established staunch manuwadis ) to offer the Presidentship of India ? I turned down your offer saying that you are planning to lock me in the biggest ” kotha ” ( in rural Punjabi a house is called kotha ” of India to make my movement leaderless and passive ! ” And the same forces locked him in the hospitals and his ” official kothi ” till his death .
Saheb Kanshi Ram in a mammoth rally at Lucknow in August , 2003 declared that he is going to be PM of India in next parliamentary election in 2004 but he was abducted from Hyderabad to stop him becoming PM of India just like the manuwadis dissolved the Lok Sabha on the same day when Babu Jagjivan Ram then Dy. PM of India was going to majority of the Lok Sabha with him not with a nominated PM Mr. Charan Singh . The Lok Sabha was dissolved on the recommendation of a merely nominated PM of India ! Then late Babu Jagjivan Ram said in a prophecy ,” IS KAMBAKHAT MULAK MAIN CHAMAR KA BET KABHI PARDHAN MANTRI NAHIN BAN SAKTA means ” In this dirty country ,no son of a chamar can be the Prime Minister ! ” Saheb Kanshi Ram dared to accept this challenge .He was succeeded like Babu Jagjivan Ram but he had to laid his life to prove that the key of power lies in the Parliament NOT in the KOTHA of President of India . Dr. Baba Saheb Ambedkar analyzed the Hinduism and concluded that the Hinduism was a rotten egg in the beginning ! Moreover Brahma , Vishanu and theirs had no moral character !
( 2 ) I dont believe in religion as a cure for anything except individual spiritual recognition.a religion which claims to provide peace for everyone is lying. a religion that promises equality for one and all is false. this applies to all religions.
My views ; – All religions have no caste / varna like filthy system except the Hinduism .In India followers of all religions are infected from this disease!
What is spirituality in Hinduism ?
( 3 ) If we give the credit of developing the entire caste system and all other intricate community control mechanisms in such a richly fabricated society like India to one set of people called brahmins, then we are doing them a big favor. brahmins are not geniuses or imperialistic enough to evolve a formula that lives for 1000s of years.
My Views : – What do you mean by ‘ a richly fabricated society like India ‘ ? Then who did write and implemented 20 Simrities ( including Manu-Simrity ) in India ? Who is solely benefited from this Varna system ? Why not the Brahmins denunced this system and creaters of this system ? Why did Brahmins opposed the constitutional ‘ Communal Award ‘ for SCs in 1932 AD and again the constitutional ‘ Mandal Commission ‘ for OBCs implementation by revered Mr. V.P. Singh government ? The NDA / UPA governments did not ordered state governments to implement under the pressure of the Manuwadi Brahmins !
( 4 ) I for one refuse to give them that much credit because i think that brahmins are not that intelligent nor are they shrewd at managing people. they have their petty likes/dislikes and prefer to remain in control of what they do but they are not rulers and they will never be rulers. they are just not capable. they are however adept at knowing which side of their bread is buttered .
My Views : – Have you ever read the Hindu scripture ? Have you read the ‘ ARTHSHASTRA ‘ of Chankya Brahmin in which he wrote how to kill your enemies ! I agree with you that the Brahmins are not intelligent but I do not agree with you ‘ nor are they shrewd at managing people ‘. They are shrewd so much that they killed even theirs own Mahatma Gandhi !They poisoned even a Brahmin Saraswati Swami Dayanand founder of the Arya Samaj ! They even handed over Guru Gobind Singh mother and two children to the Nawab of Sirhind who killed them ! They recently killed Sahib Kanshi Ram with the connivance of the courts to whom Mr. A.B. Vajpayee offered the Presidentship of India .He turned down that offer ! India is not world power due to Manuwadi rulers !
( 6 )the caste system evolved out of necessity and then later on deteriorated into mediocrity because of the typical human thirst for material success. However such a vast system could be kept in limbo for that many years only due to all sections of society. a small group of people holding the entire population at bay to their designs without any help from anyone else seems completely impractical.
My Views : – What was the necessity of this caste / varna like system ? The caste / varna like system was impure even at Gangotari / Yamunotari ! This ‘ a small group of people ‘ control the minds of entire Indians from birth to immersion of remains of dead bodies in the rivers !
( 7 ) but you are right in saying that caste system of identification has to be stopped by the government. any upliftment henceforth should only be on the basis of economic need.
My Views : – Babu Jagjivan Ram was the Deputy PM of India and he inagurated the statue of Dr. Sampurna Nand ex CM of U.P. at Varanasi . The Brahmins washed it with milk as it was impured by the touch of an ex untouchable .Why did the Brahmins so ?
( 8 ) they may need to be enlightened in terms of education and in today’s world quality education can be purchased. i sympathize with the poor for they have no way of rising up with or without discrimination. their status will not change whether they are dalits or brahmins. they will remain poor and exploited. we should all change that but as we all know that is the more difficult problem.regards
My Views : – Who made the education system costlier ? Who do run the private colleges and institutions ? The governments alloted lands at nominal rates for private schools subject to the conditions that they would allow free education to some percent of SCs / STs students ! Why not they do the same ?Why not the governments put them behind bars !
An illiterate Brahmin gets more respect than well educated dalit due to caste system . Why ? This is not a difficult problem if the Indian society and Indian / State governments join hands to annihilate the caste system ! If Japan destroyed in the second world war can stand , why not India ? I don’t have a problem in Dalit becoming the PM of this country, but I have some serious doubts about Mayawati’s ‘CAPABILITY’ as PM.
If someone like Narendra Modi, who still comes from a backward cast, becomes the PM … I would be extremely happy, and would die to see that happening.
The reason is… Modi is CAPABLE of doing PM job, Modi has never projected himself as a leader of any particular vote-bank (like Mayawati), he has always demonstrated his strength positively in the great development and the wonderful administration. Gujarat has progressed enormously under his leadership. What has Mayawati done in UP ?????
And by the way …. you keep spreading poison towards Brahmins all the time, but your leader Mayawati only is licking Brahmin’s feet for the vote, she is no longer only a ‘Dalit ki beti’ … Just see the latest BSP’s candidates list for Loksabha elections from UP. She has given tickets to almost equal number of brahmin candidates compared to dalits.

I am glad that there is a response to my question by a person named Chumber. But my question was different. The blog under discussion is ‘Mayawati as PM – the change has arrived’. According to this blog :
1. Mayawati will become PM.
2. Both congress and BJP perform badly without getting any majority
3. Other 3rd front parties like JDS will perform considerably well and support Mayawati government.
But if you see the poll results none of them are fulfilled. So i would like the Dalitnation or the author of this blog to tell me what is the reason for this happening as your predictions are entirely opposite to the reality!
I don’t want the same old reasons i read in so many blogs in this online community like ‘Brahmins conspired or BJP and Congress conspired etc’. I would like to know the real and prompt answer. If you observe the poll result statistics you can see that number of votes voted for Mayawati and Ramvilas paswan’s party are lesser than dalit population itself. That means Many dalits have voted for Congress or other parties.
Does it mean that Dalit population of India are not keen on making Maywati the PM unlike the interests of this Dalitnation community??
Does it also mean that you are not able to reach your voice to the Dalits?? Does it mean that Dalits didn’t like to vote their caste based parties like BSP, Paswan etc but want to join the mainstream of this country??
Or do you again think that they were brainwashed by Congress and BJP?? If so do you think Dalits are foolish enough to get brainwashed?? (I honestly think they are intelligent enough not to get fooled or brainwashed by anybody).

Reeling under factional feud following Lok Sabha poll debacle, the BJP came under attack from its spiritual mentor RSS which accused it of being ‘inconsistent’ on Hindutva even as party chief Rajnath Singh said he was wedded to the core ideology.
Senior RSS ideologue M G Vaidya said “the BJP has failed to convey the real meaning of ‘Hindutva’ to the people (in the recent elections). Probably, they thought they were not deemed to climb the pedestal of power with ‘Hindutva’ line. Hence, BJP should now disassociate itself with ‘Hindutva’.”
But “if the BJP gives up ‘Hindutva’, it will automatically snap its umbilical cord with the Sangh,” Vaidya wrote in his weekly column in local Marathi daily ‘Tarun Bharat’.
Vaidya said BJP leaders had no patience and almost forgot ‘Hindutva’ and its basic principles.
Vaidya’s remarks assume significance in the backdrop of senior BJP leader Jaswant Singh’s recent remarks to TV channels that the party lacked clarity on Hindutva and BJP has to be a current party and not a party of yesterday.

JAATI does NOT mean caste. JAATI means ‘PROFESSION’.
The categorization of a society along lines of TRADE or PROFESSION is acceptable.
The other possible categorization is the one that Romans followed – Patricians and Plebians. Patricians are those of NOBLE families (i.e. rulers); Plebians are the common folk. This is the pattern that most of Europe followed.
At the end of day, we may have to admit, that Dr.Ambedkar was mistaken.

In a dictator-ship or a totalitarian state, people have ONE leader, whom everyone accepts as the leader. So, if your expectation is that, they should have agreed with Ambedkar ON ALL ISSUES, ALL the time – you are mistaken. All the leaders wanted a FREE India – not a TOTALITARIAN India.
The more important question is: Is this what Dr.Ambedkar expected? A Indian nation, where he would be the SUPREME leader and everyone meekly does what he demands?

Don’t equate India with Pakistan. Actually, only Pakistan was created on the basis of religion. (India was not). Mohammed Ali Jinnah wanted a state where Muslims could have a homeland.
Gandhi & Nehru wanted a country where each person would have ONE vote i.e. a democracy. Jinnah wanted a land where THE MUSLIMS WOULD GET EQUAL REPRESENTATION TO THE HINDUS. Since Muslims represented only about 13% of the total population, what Jinnah was asking for was an impossibility. He wanted ONE MUSLIM VOTE to equal SEVEN HINDU VOTES. In a democracy, that’s never possible.
All said, people slowly realized that Jinnah’s intention was to set conditions that are impossible to meet. Not just on the ground – but also a mathematical impossibility. The only way out was to let him have a nation of his own.
We should not blame Nehru and Gandhi for the actions of Jinnah.

You abused their Gods, their families etc. They in turn, have only asked you for proof – which as of date, you have failed to provide. This failure is NOT THEIRS.
The debate now is NO LONGER about Dalits suffering Discrimination. It is now, whether you have the rights to abuse (and indeed slaughter) those whom you do not like.
If you are sincere in your motives, there cannot be any abuse of Hindu Gods, Hindu society. The debate can re-start on a clean slate.

Yes, The Naxal movement should have been banned decades ago. Remember, they killed small pan-wallahs (by the hundreds, if not thousands), because they were ‘CAPITALISTS’. Mumbai: It is one thing to form a Hindu organisation and quite another to speak of forming a Hindu state, which is not in keeping with the Constitution, the special court under the Maharashtra Control of Organised Crimes Act noted on Wednesday.
“Forming an organisation is fine, but wanting to create a Hindu ‘rajya’ [state] is against the Constitution. We are working under the Constitution,” judge Y.D. Shinde said during a hearing in the Malegaon blast case.
The judge’s remark came when counsel Shrikant Shivade, arguing the case of bail for an accused, Lt. Col. Prasad Shrikant Purohit, said there was nothing wrong with his vision of a Hindu ‘rashtra.’ “If I say, ‘remove the word secular and insert the word Hindu,’ there is nothing wrong in that,” counsel said.
The charge sheet reveals that the blast accused were led by the ideology of forming a Hindu ‘rashtra.’
The transcripts placed on record highlight Lt. Col. Purohit’s contempt for secularism and the Constitution.

PUNE: Around 2,200 old and precious Marathi hand-written manuscripts, ranging from 14th century to 19th century will now find a place on the world
wide web, thanks to the efforts of the former librarian of the Bhandarkar Oriental Research Institute (BORI), V L Manjul. The manuscripts range from the writings of different saints, biographies, purana granthas and translations from Sanskrit to Marathi by prominent writers like Vaman Pandit and Mukteshwar. It took almost six years for Manjul to locate these manuscripts, a collection which also includes about 100 copies of the Dnyaneshwari,’ the oldest being a copy made in 1630.
“These manuscripts are assets of different institutes like the BORI, Deccan College, Pune Marathi Granthalaya and from various parts of the state such as Pune, Mumbai, Satara, Kolhapur, Karad and so on. The collection includes about 250 manuscripts which are currently in the possession of the Marathi Manuscripts Centre,” says Manjul. The organisation has been founded by Manjul himself to preserve such rare manuscripts which he says are a treasure-trove for those who want to learn about ancient Marathi literature.
“I have been a librarian in BORI for almost 40 years. So, I can appreciate the value of these manuscripts. My aim behind making them available on the internet is to make them accessible to people all over the world,” he says. Manjul has also compiled all these manuscripts in a descriptive catalogue with all their relevant details, including the name of the author.
The manuscripts will be uploaded on a website created by the South Asian Studies Centre of the Deccan College, a centre established by the Chicago University to enable studies of the Marathi language. “If a person in some corner of the US wants to study the writings of some Marathi saints, he should be able to do so without any problems,” Manjul states. The work of uploading the material has already started and should be completed within the next couple of months.
The descriptive catalogue will also be published in four parts soon under the title Union Catalogue of Marathi Manuscripts’. “Pune has about 5,000 Marathi manuscripts with many more spread all over the state. I have already started looking for the remaining, since I want to get all of them uploaded on the internet for everyone to see and read,” he adds.
Manjul says all this was possible because he was ably guided by a few people including R C Dhere, Sadanand More, Eleanor Zelliot and Anne Feldhause. “In fact, these were the people who encouraged me to establish the Marathi Manuscripts Centre,” he says.

Because the Supreme Court is very much aware that giving stay order in the said statue installation case would not only turmoil the public life by communal riots but also know that some narrow minded and cheap thinking people with full of only filth in their head and their thoughts will only take this oppurtunity to their advantage in damaging public harmony and sowing the seeds of hatred in the minds of weak minded people and instigate violence to bring civil war as it is happening in our neighbour hood state – Pakistan, only to stall the over all progress of this country.

That is all that , but not REALLY that the supreme court has on primafacie accepted or intend to ignore such PROSTITUIOSLY ILL COATED acts of draining away the public money. It is very sad , more concerning and worrying that in a democratic country like India, the supreme court is pushed to pass such a comment while passing the order only to make justice to the public to keep the harmony and peace in tact which is , in deed, more important by overlooking the loss of time,money and the over all development of that region for which the fund/money could have utilised.It only shows the heinus act of the so called politician and their supporters and not a victory on their part , Please mind.
And it is perhaps true that cheap and filthy minded people can react ( NOT REALLY ACT) to such stay , if given in the interest of the exchequer of the Nation , in vengence by demolishing or defacing the Installed Statues and monuments of non dalit icons who are real heros / heroins of this nation who put their life to risk to bring the Independence to this country and those who struggled for the cause of downtrodden and the dalits.

(Washington, D.C.) —Eighty percent of the world’s governments fail to provide adequate information for the public to hold them accountable for managing their money, according to an extensive new report by the International Budget Partnership (IBP).
Nearly 50 percent of 85 countries whose access to budget information was carefully evaluated by IBP provide such minimal information that they are able to hide unpopular, wasteful, and corrupt spending.
These new findings are based on the IBP’s just published Open Budget Survey 2008—a comprehensive analysis and survey that evaluates whether central governments give the public access to budget information and opportunities to participate in the budget process. The Survey also examines the ability of legislatures and auditors to hold their governments accountable. The Survey findings are based on data collected before September 28, 2007, so changes occurring after that date are not reflected in the results.
To simply measure the overall commitment of the 85 countries to transparency and to allow for comparisons among countries, IBP created the Open Budget Index (OBI) from the Open Budget Survey 2008.
The budget is a government’s plan for how it is going to use the public’s resources to meet the public’s needs. Transparency means all of a country’s people can access information on how much is allocated to different types of spending, what revenues are collected, and how international donor assistance and other public resources are used. Transparency is an important first step to holding governments accountable for how they use the people’s money. “Open budgets are empowering. They allow people to be the judge of whether or not their government officials are good stewards of public funds,” says Warren Krafchik, IBP’s director.
“Our goal is to promote increased public access to government budget information. We’ve seen how this can lead to concrete improvements in people’s lives.”
One of the most significant findings of the Survey is that many governments produce the budget information that would allow the public to participate effectively in the budget process but do not release it. In 51 of the 85 countries surveyed, the government produces at least one key document that is not disclosed to the public. Thus governments could improve transparency immediately and at a very little cost, simply by disclosing information that is already produced.
“That governments already produce information for their internal use or for donors that they do not make public tells us that the lack of transparency is often more a question of political will, rather than one of capacity,” says Mr. Krafchik.
Few governments are transparent
The OBI 2008 shows that 68 of the 85 countries surveyed—80 percent—do not provide the public with the comprehensive, timely, and useful information people need to understand, participate in, and monitor the use of public funds. Almost 50 percent of the 85 countries studied provide minimal or no information. Thirty-two percent provide some information; only five countries provide extensive information.
Restricting access to information hinders the ability of the public, journalists, commentators, academicians, and civil society organizations to hold officials accountable and creates opportunities for governments to hide unpopular, wasteful, and corrupt spending.
Lack of information also hinders the ability of other government bodies, such as legislatures and national audit offices, to do their jobs effectively.
Additionally, legislators in many countries receive budget information too late to allow them to adequately review it or to hold the public hearings necessary to foster debate and careful scrutiny. The Survey found that in 24 of the 85 countries, the legislature received the budget six weeks or less before the budget year begins.
The most closed and the most open
The worst offenders, the countries that make scant, if any, information available are: Saudi Arabia, Algeria, Democratic Republic of Congo, Sudan, Rwanda, Equatorial Guinea, and São Tomé e Príncipe.
At the other extreme, some countries are highly transparent and make abundant data available to the public throughout the budget process.
According to the OBI, the most transparent countries are: United Kingdom, South Africa, France, New Zealand, and United States.
These top performers include both developed and developing countries. The strong showing of South Africa, as well as that of Slovenia, Sri Lanka, and Botswana (all of which provide significant information to their people), demonstrate that developing countries can achieve transparency given sufficient willingness of their governments to be open and accountable to their people.
Hiding unpopular, wasteful, and corrupt spending
Lack of transparency allows governments to hide unpopular, wasteful, and corrupt spending, at least to some extent. For example,
* Oil-rich Equatorial Guinea purchased a $35 million vacation home for its president in Malibu, California, according to a US Senate investigative committee. This was $10 million more than the government’s budget showed the country planned to spend on health care for its impoverished population in 1995.
* Saudi Arabia, which holds an estimated $400 billion in assets from oil profits, makes so little information available that it is not clear what spending is accounted for in public documents and what spending is not reported in public documents. Saudi Arabia publishes almost no budget documents at all, providing only a very scant summary of the budget and some highly aggregated information on the overseas holdings managed by its central bank.
* As part of the current global commodity boom, China has entered into joint agreements with the governments of Angola, Sudan, and the Democratic Republic of Congo to develop lucrative oil and copper deposits. Little is known about these agreements, leaving the public in the dark about whether the revenues the governments receive from the projects go into public coffers to be used to benefit the people, or are pocketed by officials.
* The 2005 peace accord in Sudan mandated disclosure of the amount of oil revenues, but neither the government in Khartoum nor that in Southern Sudan have provided information, leading to suspicion that the money has been used to purchase weapons, not to alleviate poverty. This threatens the stability of the accord.
* Nicaragua’s government refuses to account for funds from oil-rich Venezuela that apparently have been used for undocumented loans to government-linked companies and to reward them with no-bid contracts for projects being built on public land.
* In Nigeria, two top officials resigned when it was discovered that they had pocketed unspent funds from the 2007 budget as their end-of-the-year Christmas bonus.
Information leads to change
The Open Budget Survey 2008 serves members of the public, legislators and civil society advocates, journalists, researchers, academicians, policy makers, economists, development specialists, and others interested in use of government resources. It is intended to provide an in-depth set of measures that government officials may adopt to improve their budget performance.
Evidence shows that when citizens have access to information and opportunities to participate in the budget process they are able to improve the decisions made about what to spend public money on and the quality of how the money is actually spent. That means that the allocation of scarce public resources is more equitable and effective. For example:
* In Mexico, Fundar, a nongovernmental organization, found the budget did not allocate funds to combat the loss of lives during childbirth and successfully advocated for funds for emergency obstetrical care, especially in rural areas.
* In India, Mazdoor Kisan Shakarti Sangathan, an organization of small farmers and workers, pieced together budget information to uncover corruption, such as the names of dead people and fictitious names on payrolls and payments for work never done.
* At the urging of the Uganda Debt Network, which monitors local spending, Uganda officials identified substandard work in school construction and evidence of corruption by local officials and denied payment to the construction firm.
* In the Philippines, Government Watch has used budget information since 2000 to monitor the delivery of school textbooks, the construction of new schools and other infrastructure, and of the distribution of disaster relief funds. With the cooperation of other groups, the G-Watch efforts have dramatically cut the cost of textbooks to the government, improved the quality of the books, and substantially lowered the percentage of “no-show” contractors who previously failed to deliver contracted books.
* Public Service Accountability Monitor, in South Africa’s Eastern Cape Province, has used budget reports and other information it obtained as a starting point to monitor the misuse and irregularities in funds budgeted for essential services, such as education, health care, and clean water, that account for the poor quality of services people receive in the province.
Slight improvements seen over the last two years
The first Open Budget Survey was completed in 2006; 59 countries were studied. The 2008 Survey includes 85 countries, chosen to provide a balanced geographic sample of countries around the world.
In the 59 countries where the study was repeated, there is a slight improvement in some of the countries. Based on comparative data from the first two Surveys, improvements in overall performance can be attributed primarily to changes in government policies.
For instance, the desire to join the European Union led to greater budget transparency in Bulgaria and Croatia.
Changes in the way the government produced information led to Sri Lanka’s improvement in both quality of information and the amount of information available to the public.
Nepal climbed a bit from the bottom of the index largely because a constitutional crisis resulted in an election that led to more normal function of previously dysfunctional government institutions.
Other countries that showed improvement include Ghana, Egypt, Uganda, Georgia, Indonesia, El Salvador, Ecuador, Mongolia, and Morocco.
In several of the cases in which improvements were observed, governments were able to significantly increase access to information by simply releasing that which they already produced. “The findings suggest that access to information can easily be improved at minimal cost and in relatively little time,” Mr. Krafchik says. “An enormous amount of information is already produced in some countries and can be posted on the government website.”
All governments in the study have functioning government or parliamentary websites on which they could make much more information available to the public if they chose to.
Where the public’s access to the Internet is limited, a Citizens Budget—the government budget presented in a non-technical, easily understandable way—is another way to inform the public about the budget and can be published in newspapers and magazines or broadcast on radio and TV. Through Citizens Budgets, the public can learn how they can participate in the budget process and understand the trade offs the government is facing. For instance, in Colombia, Niger, and South Africa, some civil society budget groups regularly present updated budget information orally on the radio. “For most people, an oral presentation is the most accessible,” Mr. Krafchik says.
The OBI 2008 found that governments in 17 countries are producing Citizens Budgets, including Angola, Uganda, Ghana, and India, although they vary in how much information they provide. While this is an improvement from 2006, when only 10 countries were producing them, the overwhelming majority of the countries (80 percent) do not produce any document of this sort.
Open Budget Survey based on extensive questionnaire
The Survey is composed of 123 questions that cover the four phases of budget development—formulation, legislative approval, implementation, and audit—and help researchers evaluate the information that should be available at each phase and the other measures needed for effective legislative oversight and auditing of budgets.
The Open Budget Index is based on calculating the averages of the responses to the 91 questions that evaluate public access to budget information. The remaining 32 questions on the Survey include information about opportunities for public participation in the budget process, legislative oversight, and independent auditing.
Within each country, a researcher or team of researchers, who are drawn from civil society and are independent from the government and political parties, does the survey. The researchers have to provide evidence of their answers. Their work is analyzed and reviewed by the IBP staff to cross check it against available information, and then peer reviewed by two independent in-country budget experts. This internal civil society evaluation of how open and accountable a government is to its people distinguishes the Open Budget Survey from other studies of budget transparency, which rely primarily on self-reporting by governments and research by external reviewers.
Some researchers do unannounced site visits and send members of the public to see if they can get the desired information. “We want to reflect the experience of an ordinary person trying to get information,” says Mr. Krafchik. For that reason, the project does not take into account information that might be provided unofficially. “We want to reflect what any and all individuals might receive upon requesting it,” he says.

New Delhi, July 20 (IANS) Samajwadi Party general secretary Amar Singh says ‘I agree’ with what Uttar Pradesh Congress chief Rita Bahuguna Joshi said against Chief Minister Mayawati.
‘I agree with what Rita had said. I would not repent. Mayawati got what she deserved,’ Singh said in a tele-conference he addressed from Singapore Monday.
He said the Congress might expel Joshi so as not to annoy Dalit voters.
Singh said it was high time for the Congress to ‘choose between the Samajwadi Party or Bahujan Samaj Party (BSP)’ as an ally.
Joshi was arrested after being charged with denigrating Dalits and Mayawati in a speech last Wednesday. She was released from jail Saturday after being granted interim bail.
Joshi has already apologised for her remarks and demanded that the Central Bureau of Investigation (CBI) probe the arson attack on her house following her remarks.

Uttar Pradesh government is going to demolish three jails of Lucknow for the expansion of Ambedkar Sthal, the dream project of Chief Minister Mayawati. These three jails include District Jail, Model Jail and Women Jail. Although, the High Court has stayed the demolition of these jails and allowed for their modernisation, the state government is adamant to demolish them and has even ordered for shifting of the inmates from these jails to a new jail, which is still under construction.
The urgency behind shifting of the prisoners from these jails is based on the need to spare additional 80 acres of land for the dream project of Mayawati. The government wants to expand the Ambedkar Sthal, which is already spread over an area of 101 acres, adjacent to the jail buildings. The expansion programme is said to be the part of a series of projects in the name of BR Ambedkar, Ramabai Ambedkar, Jyotiba Phule, Chhatrapati Sahuji Maharaj, etc.
In the name of the above-mentioned Bahujan Samaj stalwarts, Mayawati has already spent crores of rupees from the state exchequer. The Bhimrao Ambedkar Samajik Parivartan Sthal, Prerana Sthal, Ambedkar Smarak Sthal, Ramabai Sthal, Kanshi Ram Memorial and Kanshi Ram Park are some of the examples. Seven statues have also been installed there. There are two statues of Kanshi Ram and Mayawati at Mal Avenue area in Lucknow. She did not stop here. In two years of her regime, she unveiled at least four additional statues of herself. Sources say the average cost of one statue is about Rs 25 lakh.
Meanwhile, the Supreme Court has served a notice to the state government in response to a PIL against the spending binge and sought a report on construction within four weeks. With the four-week period to respond, the Mayawati government has got some more time to spruce up the parks, memorials and statues, so dear to her.
This is an open secret that this whimsical decision of the Chief Minister is an over-burden on the state exchequer. But for Mayawati, it does not matter. During her tenures of chief ministership, she concentrated only on these types of projects rather than initiating any concrete developmental project. This is the fourth term of her chief ministership. In her every tenure, she concentrated only on constructing parks, smriti sthals, renaming universities after Kanshi Ram, BR Ambedkar, Ramabai Ambedkar, Jyotiba Phule, Narayan Guru, Shahuji Maharaj etc. Nearly Rs 2700 crore have been spent on these non-developmental works. In her first two regimes, she spent Rs 200 crore on Ambedker Park, Parivartan Chowk, Ambedkar Bus Station, Prerana Sthal, etc. During the present tenure too, following her decision the Ambedkar Udyan has been demolished completely and Rs 2000 crore are being spent on its renovation. This is also an extra burden on the state exchequer. Her decision to acquire 150 acres of land around Ramabai Sthal for parking is facing a severe protest from the local residents. The matter is pending in Lucknow Bench of High Court. The court has sought a detailed report on this project.
It is worth mentioning here that the new jail building, still under construction at Mohanlal Ganj, lacks the basic amenities. Sources say the senior officers of the jails are under immense pressure to pave the way for shifting the jail inmates to the new jail. Succumbing to the pressure, the jail authorities are learnt to have identified the first batch of 100 inmates, which is expected to be transferred to the new building soon. The jail authorities are panicky because the present structure of the new building not only falls short of basic amenities but also does not have anything in the name of security—not even a gate to the main entrance.
A senior jail officer told Organiser that for the jail staff office there are rooms, which do not have even doors and windows; the location does not even have proper power supply. But the project is on the priority list of the Chief Minister! Therefore, none dare raise a voice. The Model Jail along with the Women Jail, houses around 400 inmates, all of whom are convicts serving life sentence for crimes like murder, etc. Such inmates require high-level security. The jail authorities feel the incomplete new jail building may come as a blessing in disguise for the inmates who can see their freedom at a short distance and easily attainable without much efforts.

Deep into Dr Ashok Mitra’s new book, A Prattler’s Tale: Bengal, Marxism and Governance (Samya, Rs 595), I began to feel a growing sense of irritation. Here was this virtually ceaseless, seamless sequence of the most wonderful political anecdotes I had read in years, and so many of them lost the last-mile edge because the author had refused to name names, although the descriptions took you near enough the identity. Dr Mitra’s career is packed with “former” designations — chairman of the Agricultural Prices Commission and Chief Economic Adviser to government of India when Mrs Indira Gandhi was Prime Minister (she called him Ashok), finance minister to Jyoti Basu after the Left Front triumph in Bengal in 1977 — and his memoirs are a treasure house of incident, perception, analysis, and sheer good fun, replete with the kind of story that is a highlight of the epicurean adda, or gossip, sessions that were and are a preferred privilege of the Kolkata Bengali elite. This book will be exploited by the intelligent historian and should be enjoyed by anyone remotely interested in public affairs. Dr Mitra has a justified reputation for fearless honesty. So why had he hidden so many names?
And then, ouch! I came across a comment about me that was sharp to the point of being merciless. Relief followed: Ashokda, which is how I have called him for well over two decades, did not mention my name. I went down on a metaphorical knee to offer thanks to God, in whom Dr Mitra does not believe, and the author, in whom Dr Mitra does. Was the comment accurate? Yes. It was absolutely correct and I fully deserved the toxic barb. Dr Ashok Mitra is honest, but he is not ruthlessly honest. Phew.Mine was a case of trivia, but the absence of names in one story was of serious import. Dr Mitra has a startling revelation about the surprise appointment of Dr Manmohan Singh as P.V. Narasimha Rao’s finance minister in 1991. This is his narrative: Foreign exchange reserves had shrunk to a point where they could cover only a fortnight’s imports. India was “fast approaching bankruptcy”. The US administration, in coordination with the IMF and World Bank, sent a “categorical message” to Delhi through “secret talks” that began as soon as the Lok Sabha results were known: obey and save yourselves, or object and go hang. Delhi agreed to obey. But wary of similar assurances that had been belied in Latin america, Washington sought an implicit guarantee. It was decided that “the IMF and the World Bank would nominate the finance minister of the country after consultations with the US authorities”. It is an astonishing assertion: in the words of the author, “the prerogative of naming the new finance minister was also transferred to Washington”. This is followed by a second bombshell.
“The first person whose name was proposed by Washington DC, thought things over and declined the invitation to be the finance minister.” Who was this person? We are not told. This is a serious gap in information, because the credibility of such a damaging revelation dwells at least partly on the name of this first offer-and-decline. We all know who the second choice was; today he is Prime Minister of India. Dr Mitra describes this as an “ignominious surrender” and asserts the “high noon of that state of affairs continues”.
Dr Mitra has seen power in Delhi and Kolkata; he has no political ambitions left. Two of his mentors, Indira Gandhi and the CPI(M) guru, Promode Dasgupta, have passed away. The third, Jyoti Basu, is 93 and has retired. Anyone who knows Dr Mitra will vouch for his integrity. He describes Dr Singh as a once close friend, and is disillusioned only when he realises that “Manmohan had meanwhile matured as a skilled politician” who could sidestep facts with political rhetoric. He is not charitable about Manmohan the politician: “I am afraid there is little scope for politeness here: his timidity is the product of his civil servant’s mind, which many mistake as humility”. Dr Mitra is experienced and mature enough to measure each word he writes, and if he claims that Dr Singh’s sudden rise to eminent political office was at the instructions of Washington, he definitely means it.I have no information against which to measure this claim, and must take it at face value. But my view is of no consequence. The more important question, given current political equations, is, whether the CPI(M) believes the man it made finance minister of Bengal in 1977, and who could have continued as finance minister till the end of the last century. Dr Singh cannot remain Prime Minister without CPI(M) support.
A further question: does the American establishment believe this? The present American ambassador, David Mulford, is gauche enough to admonish Delhi on the eve of Pranab Mukherjee’s visit to Iran through a press conference. Even if he had to convey a message, what was the need for a gratuitous press conference? Would Mrs Indira Gandhi have tolerated such an indiscretion? I think not. Will Pranab Mukherjee and Manmohan Singh accept it? I hope not. Their response does not have to be belligerent; that is always unwise. But their actions should speak louder than Mulford’s words.
Dr Mitra does not let political animosity — and no one could be more animous than him — interfere with his judgment. There is an evocative and almost sympathetic portrait of the RSS titan, M.S. Golwalkar. The two met when Indira Gandhi appointed both to the cow-slaughter committee, set up after the famous march to Parliament by sadhus in November 1966. The Jagatguru Shankaracharya of Puri was also a member. Golwalkar, says Dr Mitra, was “extraordinarily intelligent, modest in manner, soft-spoken. (He was) fluent in all the fifteen languages recognised by the Constitution, and made it a point to converse with me in the most chaste Bengali. It was the Jagatguru who was single-handedly capable of driving us to desperation”. Later, Dr Mitra met Golwalkar on a train to Bhopal: “we embraced each other and exchanged many stories” until the train picked up speed and the men brought out their books. “Suddenly I noticed that Golwalkar was reading a juicy novel by Henry Miller.” Dr Mitra adds, as well he might, “Inscrutable India!”
It gets more inscrutable, with gossip about a Bengal governor’s wife carting away the excellent wine cellar from Kolkata’s Raj Bhavan on her husband’s retirement. Apparently, Vijayalakshmi Pandit, Jawaharlal Nehru’s sister, seemed to have similar tendencies. When she returned from Washington, where she had served as ambassador, she brought back expensive carpets which she “forgot” to pay for. Any interest in what Ramakrishna Hegde thought of his fellow chief minister N.T. Rama Rao’s sleeping costume? I am not going to supply the answer.
The book is spiced with one-liners that could form an independent manual. The one I particularly liked was: “Parents without an adequate dose of humour are a social menace”. The context is extremely funny: fortunately for the publishers, who would like to sell copies, there is no space here for this wonderful episode from the day on which Dr Mitra was first elected. No space either for the reasons that compelled Dr Mitra to resign as finance minister. Suffice to note that conscience, now a stranger to politics, played a key role.
A close encounter with death is dealt with the light touch of a master. On the eve of the crucial three-day Chintan Baithak of the BJP beginning in Shimla tomorrow, RSS chief Mohanrao Bhagwat stressed the need for generational change in BJP.
Also, in sharp contrast to BJP parliamentary party leader L.K. Advani’s insistence of continuing in that post for full five-year term, the RSS chief clarified to a TV news channel that he did not favour this.
While denying that he or the Sangh try to influence BJP, the RSS chief said Advani had offered to step aside after the debacle in the last General Election and Bhagwat described it as a “fair decision.”
Asked specficially if he had asked Advani not to resign, Bhagwat said, “No. Our three leaders met him soon after the elections. He himself proposed he wanted to quit from the LoP post. That was a fair decision. But on June 1, he met me and explained that though he wanted to resign. “But some of my (Advani’s) colleagues argued that if we had won I would have become the Prime Minister for next five years and I agreed with them.”
Bhagwat said, “Advani is my senior leader. He is our swayamsevak. They (the BJP) know that we do not interfere in their affairs. But we do tell our swayamsevaks from time to time what to do.”
Simultaneously, the Sangh chief also underlined the need for a generational change in the BJP and pointed out that it has been urging the BJP to effect this change since as far back as 2003 and stressed that it should be done before the next General Election, also trying to distance the Sangh from the process saying it is for the BJP to decide the time and modus operandi.
He said, “The BJP has to decide about it. It is not a question of what we think. They have to manage their party. It is a universal rule that the younger generation must replace…The transition is necessary, everywhere.”
Bhagwat also expressed his dismay at the current infighting in the BJP and wanted the BJP to communicate the correct meaning of Hindutva properly to the outside world.
Bhagwat’s assertion on the eve of the Chintan Baithak, likely to influence the course of discussion in this meet, has put the BJP on a backfoot with senior leader M Venkaiah Naidu sufficing to say “No comments,” when asked about Bhagwat’s views.
But then sources indicated that Bhagwat’s assertion has opened a chapter, which Advani was attempting to close down for good. On August 10 Bhagwat had lunch with Advani. But Advani denied any discussion about his continuation in office and reiterated his determination to complete his full five-year term.
Apart from generational change issue, the Baithak has also to contend with the question of infighting. Much as BJP has been trying to brush it under the carpet, the recent episode concerning Rajasthan BJP legislative party leader Vasundhara Raje has brought it to the fore.
The latest event of Jaswant Singh releasing a book on the founder of Pakistan Mohammad Ali Jinnah and his assertion that Jinnah had been demonised as also criticism of Sardar Vallabhbhai Patel may also be a subject of heated discussion in the Baithak, what with Sushma Swaraj confirming the possibility of taking this up at the meeting.

Governor inspects Qazigund rly station

The Commissioner of Railway Safety has given clearance for operating DMU on the 19-km Qazigund-Anantnag stretch of the Qazigund-Srinagar-Baramulla rail link project that would complete the entire 119-km-long railway line within the valley.
This was stated by Chahatey Ram, Chief Engineer (construction), North-East, Northern Railway, when Governor NN Vohra came for the inspection of the Qazigund railway station today. The Chief Engineer, while briefing the Governor, said the latest technology has been introduced at the Qazigund railway station to facilitate quick train movements.
The Governor took stock of the amenities being put in place for the passengers.
First Lady Usha Vohra, Principal Secretary to the Governor Raj Kumar Goyal and other senior civil and police officers accompanied the Governor, who checked the hi-tech ASM-cum-panel room and solid state interlocking room. The Governor was briefed about the entire site plan of the railway station by the senior Railway officers.
Vohra also visited the tunnel site at Lower Munda and took stock of the pace of work on the construction of the 11-km-long Pir Panjal Railway tunnel connecting Qazigund with Banihal. Out of the 11-km-long tunnel, work on eight km has been completed so far. The tunnel is scheduled to be completed by December 2010 and thereafter the process for laying of track will commence.
Later, the Governor visited the famous tourist spot of Verinag. While talking to the officers, Vohra emphasised the need for further upgrading the facilities at the resort as a large number of tourists visit the place. He also directed cleaning up of the historic Verinag spring and fixing glass frames on the two stone plaques on which the history of this spring is inscribed. He also called for better upkeep of the garden and other infrastructure at Verinag.
Later the Governor also visited Trout Fish Farming Project at Kokernag.

First you mentioned in Articles that we should burn the constitution on 25th of this month. I was thrilled and I wanted to join in burning the constitution. I did not have a copy of constitution and had never seen constitution book. So I asked my Girlfried (Selvi Muthamilz Pavia – She is a dalit who belongs to Pentecostal Christian and doing her PHd in Ambedkar and Periyar thinking in Government College Bangalore). My dear Pavia had only one volume of constitution and she needed it for her reference. I wanted her to give it to me so that I can burn it on 25th. But Pavai darling completely refused to part with constitution. After lot of arguments I finally decided to find another way. I don’t want divorce before marriage. Also, I had promised Pavai that I will convert to pentecostal christianity from Navayan Buddhism which is my current religion. Okay that apart. Now I did not know how to get constitution in IISC. Because this is science only institution. I was so lost in thought. Then all of a sudden my PHd collegue Bhanupriya Rao came in. Let me tell you this she is a Brahmin. But I like her also and she likes me. But this relationship is not love like I have with my dear Selvi Muthamilz pavai. It is platonic although she is Brahmin and Manuwadi who beleives in Caste System. So I request my Dalit brothers not to blame me for liking Bhanu dear. Now Bhanupriya comes and tells me that constitution is available free on the Internet. I am thrilled again. I download Constitution and burn it into CD. I saw article by Brother Karan Jagtap. I have great respect for Karan bhai. He is one of the greatest dalit revolutionary alive. But Karan Bhai mentions in his article that “We should be proud that Babasaheb was the architect of such a great constitution”. I am going to narrate about my court case . To-day , I went to the court premises to collect the judgement record of my court case . I met an accident plotted on 7th Febuary , 1997 in which my two lieuts. were killed . I myself , my wife my son and three other friends were seriously injured and admitted for three weeks in the hospital for treatment . This case was fought by the Punjab state .
A few years ago , I went to my advocate about this case . He asked me which court case ! Now I thought to have the certified record of this case . I asked the date of judgement from the same advocate . He said that he did not know the date . I got help of my friend’s wife who is officer in the police .He immediate collected the information that the judgement was delivered on 6th April , 2004 . I applied for the record .
In the meanwhile , the same advocate commented that the case had been burried . I replied that this case may be buried in the courts by hook and crook but I would fight it in the public .Some cases like Sita banishment and the murder of Saint Shambuk are still in the public court . He again said that the file of the case might be misplaced in the court . I replied immediately that the case of Shahid Bhagat Singh is still in the record of the court and the Supreme court exhibited a few months ago at Delhi in its premises !
I am to say that some advocates are blot on the face of the judicial system and they must be put behind the bars ! I am going to publish this court case under the title ‘ Injustice in the justice department ‘.

It is true that Mayawati is living in her grave .She is neither chamari nor the friend of the Bahujans .She lost her credibility by joining the manuwad on 3rd June , 1995 .She killed Sahib Kanshi Ram and his movement . She is modern Bhavishan , Prehlad and Hanuman of the manuwad .
Dr. Ambedkar wrote that a self respectful lady works on the road and a meanial lady works as the prostitute in Mumbai . Mayawati is not self respectful politically and socially .
Sahib Kanshi Ram first ever discarded her in a public rally at Akhnoor ( Jammu ) during the J&K assemble election in September , 2002 . He said ,” Mayawati jitani chhoti hai , utani khoti hai . Yeh barhon barhon ko apani ungali pe nachaati hai .” I as a BSP leader was present in that rally .
I visited Akhnoor on 28th February , 2010 and I recorded the statement of Dr.Abdul Gafoor BSP candidate from Akhnoor in 2002 and 2004 .He also endorsed that Sahib said so in Akhnoor and he also said twice in his chamber at Jammu during 2002 A.D.

I recognise the problems of Dalits & have witnessed their torture by Brahmins. But the Author seems to be speaking like a born again convert. When you speak about Vinod Kambli & Rakhi Sawant, please remember that they converted becoz they wanted to get license for physical satisfaction. Both are philandering & are not satisfied with just one partner. Had Vinod Kambli not paired with Sachin, he would not have even made the money he made.
The pure Hindu Religion gives Atma Shanti, cleans the body & soul. Jesus Christ after his crucifixation was in such severe & unbearable pain that his soul was tortured. He walked all the way to the Himalayas in search if Hindu Yogis & finally he entered Samadhi there.

These four subcastes don`t inter marry , inter dine or socially mix .Any bahujan unity is a myth .

I am surprised by the administrator’s comments: “Hindus are trembling and pissing in their pants”. I am a dalit myself, but I will not support such propaganda against mother religion Hinduism. Being a dalit doesnot mean making enemy out of Hinduism. Today Indian society is not anti-dalit. Only the politicians, media and people like this bastard administrator showcase our conditions as such.
A dalit cannot accept any other religion whole heartedly as per my experience because there are certain merits in Hinduism which other religions cannot equal. And this administrator is south-Indian bastard, who is totally against Ramayana and Hinduism. South Indians esp. Tamils dont consider themselves as Indians. So we need not listen to them.

RIGHT TO FOOD & WORK-WEST BENGAL
Right to food is a fundamental human right. It is also a universal birthright without any boundaries.The existing patterns of production and consumption are causing environmental imbalance and destruction, the collapse of natural resources, and an enormous growth of poverty and displacement. But in India the Central and State Governments have violated the Right to Food by failing to respond to the drought situation, and in particular by accumulating gigantic food stocks while people went hungry.
National Food Security Bill (NFSB) that was tabled in the Lok Sabha on 22 December 2011 is a completely Nonplussed bill does not assure the food security for the people of India. The Bill is now remaining for discussion under the supervision of the standing Committee of Loksava. Let us raise our voice to make the bill towards the objectives of (Universal Declaration of Human Rights (UDHR) (U.N. 1948), Article 25, which states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food)” with some addition and modification before placing it in parliament.
Our reflections are follows:
1. The proposed Bill is very silent on the basic food security options like work opportunities, employments, suitable wages, natural resources management and its protection and preservation. It could not offer the food security to the people having silence on the basic options. Our demand that, the basic options suited for food security to be added in this bill.
2. Most important factors securing food like its production, proclamation and preservation excluded from the bill. Our demands, Government should be offered the farmers a secured market with suitable rate. Government should be assured the minimum support price of food grains are produced by the farmers and its procurement, decentralization of food procurement and its preservation at locally should be added in the bill.
3. This bill targeted limited families for the entitlement of food under the Public Distribution System (PDS) and emphasized on the last declaration of BPL which is shown less than the actual figure of the Nation. This expressed Government intention, not to protect hunger but to create hazardous secure food for the citizen of India. Our demand is to establish an Universal PDS for the people, destroying TPDS.
4. Government does not assure the bill pass within a time and space. It is said in the bill that, different sections which are indicated in the bill will be passed in different times. So, there is no assurance to pass the complete bill. Our demand is to pass and implement the bill within 2 years since tabled the bill in parliament.
5. This bill proposed Cash Transfers, food coupons or other schemes to the targeted beneficiaries which is more unethical and irresponsible. We are regretting the proposal of cash transferring as it will break the basic needs of food for hungers.
6. This bill defined processed and packed food as the definition of food. It is a cunning trial of giving entry to the Trans National Companies in PDS. Regretting this, we are suggesting to emphasize on the local demand suiting its culture and food habit, especially the processed food by the SHGs to be defined as food.
7. No power is given to the State Government and Gram Panchayat in this bill. Our demands is that, power should be given to the State and GP, Gram Sabha and Gram Sanshad to planning, implementing and redress mechanism of grievances.
